About the Firm

Lombardo Law is led by Kevin J. Lombardo and Mana Elihu Lombardo, who together have over four decades of government contracts experience, largely developed through their work at leading U.S. national and international law practices.  Lombardo Law prides itself on providing big firm expertise with small firm efficiency.

International Trade.  Lombardo Law works closely with clients—including U.S. and non-U.S. entities—to navigate and resolve issues with U.S. export controls, including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the regulations enforced by the Office of Foreign Assets Control (OFAC), and the Anti-Boycott Regulations.  We also regularly assist clients with issues arising under the U.S. Foreign Corrupt Practices Act (FCPA) and other anti-bribery/corruption laws.  The Firm represents clients before officials responsible for export control in the U.S. Departments of Commerce, State, Treasury and Defense.  The Firm helps clients:

  • Determine regulatory jurisdiction/classification;

  • Obtain the appropriate licenses/authorizations needed for transactions;

  • Conduct due diligence in furtherance of a merger or acquisition (M&A);

  • Conduct and manage investigations of potential/alleged regulatory violations, prepare voluntary disclosures (if necessary), and represent clients before the applicable government agency; and 

  • Design and implement compliance programs (including employee training) in a manner that promotes client business in a full-compliance environment.

Government Contracts.  Lombardo Law assists clients addressing issues arising under U.S. government contracts, including issues related to:​

  • Contract Formation, such as determining and negotiating Federal Acquisition Regulations (FAR) and DoD FAR Supplement (DFARS) flow-downs;

  • Daily contract compliance counseling;

  • Domestic source restrictions and other supply chain management issues, such as Buy American Act (BAA), Trade Agreements Act (TAA), and specialty metal restrictions;

  • Disputes, including Prime/Sub disputes, and Contract Claims;

  • Terminations

  • Defense Contract Audit Agency (DCAA), defective pricing, and other government contract audits;

  • Due diligence of government contracts for mergers & acquisitions (M&A);

  • Allegations of procurement fraud, including investigating whistleblower and False Claims Act (FCA) allegations; and

  • Negotiating rights in technical data (protecting intellectual property).

International Trade

Lombardo Law focuses its practice on assisting companies and universities in the area of International Trade, with a primary focus on U.S. export controls.​  The Firm has extensive experience handling issues arising from U.S. export controls, including the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and the regulations imposed by the Office of Foreign Assets Control (OFAC).

Kevin J. Lombardo

Principal

Kevin has over 20 years of experience in U.S. export controls and government contract law, practicing for much of his career as a partner at Dentons U.S. LLP (formerly McKenna Long & Aldridge) and Bryan Cave (now Bryan Cave Leighton Paisner).  He works closely with clients on a wide-range of matters related to these areas, including complex international investigations for multi-national corporations, as well as daily counseling issues for small businesses. Kevin received his undergraduate degree from the University of Washington and his JD, cum laude, from Loyola Law School.

Mana Elihu Lombardo

Principal

Mana concentrates her practice on government contracts counseling and disputes, and she has extensive experience defending companies under the False Claims Act (FCA).  Prior to Lombardo Law, Mana served as a partner in Crowell & Moring's government contracts department, where she conducted internal investigations and counseled major defense contractors on federal contract compliance and procurement fraud.  In 2023, Mana was recognized as a “Super Lawyer” for her work in Government Contracts.
